Baur Konysbayev joined ADB in 2005, and advises primarily on ADB’s sovereign operations. Among his notable transactions are several high-profile emergency operations (including post-conflict in Georgia, super typhoon Haiyan in the Philippines, earthquake/tsunami in Sulawesi, Indonesia); global financial crisis-themed packages to Georgia, Kazakhstan and Tajikistan; the first multitranche facility to Azerbaijan and the first investment project to Turkmenistan; turn-key construction and performance-based operations and maintenance contracts for Afghanistan’s railway, the first in country since 1980s; a $1bln+ power project in Uzbekistan; state-of-the-art cable-stayed bridge in Viet Nam; and Myanmar arrears clearance. Corporate level assignments included a variety of policy reviews, staff instructions, and thematic evaluations and studies, as well playing active role in innovation task force, time management system, organizational resilience, and digital agenda strategy.
Baur is currently a team leader on a cross-cutting TA to harmonize legal and regulatory framework for electronic transaction regionally and internationally. Prior to ADB, he had practised law with leading US-based law firms in Almaty, New York, and Moscow. He is dually qualified in New York (2003) and Kazakhstan (1995).
