ADB Supports the Royal Academy for Justice Cambodia with Environmental Law Curriculum
ADB partnered with the Royal Academy for Justice of Cambodia (RAJC) to develop a groundbreaking judicial curriculum on environmental law and environmental judicial case management. This multi‑year initiative supports Cambodia in developing deeper capacity in environmental adjudication, reflecting Cambodia’s strong commitment to strengthening its environmental rule of law.
Piloted in 2023 and 2024, the curriculum was used to train a core group of RAJC judges—the first judges in Cambodia to be trained in environmental law. Their program included practical case management workshops and sessions on interpreting scientific evidence and judicial pedagogy, equipping RAJC trainers to independently deliver the training. In late 2025, the curriculum was finalized via a series of ADB-RAJC workshops and then handed over to the RAJC. The final curriculum is grounded in international and regional jurisprudence and is tailored to Cambodia’s Environmental and Natural Resource Law, its legal system, and context. It is the country's first comprehensive training program for judges in environmental law.
ADB and RAJC representatives met virtually on 29 January to discuss further collaboration for 2026, to build on the successful handover of the curriculum.
