ADB Supports Interministerial Consultations on Fiji’s Draft Carbon Market Regulations

On 13 May 2025, in Suva, Fiji, representatives of Fijian line ministries convened to share their views on the draft carbon market regulations that will guide Fiji’s future engagements in international carbon markets. ADB’s Law and Policy Reform Program (LPR) and the Climate Change Division of the Ministry of Environment and Climate Change organized the consultations.
Christina Pak, ADB Principal Counsel and LPR Team Leader, opened the session by highlighting the importance of setting appropriate ground rules that stipulate the limits of government oversight on carbon market projects in Fiji, to create a transparent and stable environment for investment. Meanwhile, Daniele Quaggiotto, ADB Principal Counsel, emphasized the importance of effective intragovernmental coordination in ensuring the feasibility and practicability of the regulations.

The draft regulations take into account Fiji’s unique legal and social systems—including the well-established iTaukei system of communal landownership—and the government’s technical readiness for implementation. The draft regulations are anchored in Part 10 of Fiji’s Climate Change Act 2021, which serves as the legal framework for Fiji’s participation in carbon markets. This landmark legislation was enacted with ADB’s support.
