ADB Spotlights Rule of Law for Private Sector Growth

At the Asia Pacific Business Forum on the Rule of Law in Tokyo on 25–26 January 2026, ADB General Counsel Thomas Clark highlighted that private sector-led growth depends on the existence of a clear, predictable, and enforceable rule-of-law environment. He showcased OGC’s Law and Policy Reform Program which supports ADB Developing Member Countries with fundamental reforms that underpin private sector development such as insolvency, secured transactions, alternative dispute resolution, public-private partnership, and e-commerce reforms. Mr. Clark also emphasized that successful reform requires strong implementation, backed by targeted capacity building for government officials, lawyers, judges, and private sector stakeholders. The Forum, organized by the World Justice Project, brought together senior representatives from governments across Asia, major corporations, financial institutions, law firms, and civil society.
