ADB Launches Digital Carbon Markets Toolkit

On 18 May 2026, the Asian Development Bank launched the Carbon Markets Toolkit, a companion tool to its Legal Blueprint for Developing and Regulating Carbon Markets, published in July 2025.

The digital toolkit provides concise and practical guidance on the key components of the Legal Blueprint, helping users navigate policy considerations and legislative architecture for carbon markets. It also features a decision tree that enables users to explore regulatory pathways based on national circumstances and policy objectives.

Users can also access “Ask the ADB Legal Blueprint,” a digital knowledge assistant designed to help users quickly navigate the publication and identify relevant guidance more efficiently.
