ADB and ADBI Hold Third and Final Workshop in the Carbon Markets Webinar Series, on Legal and Regulatory Frameworks for Attracting Financing

On 1 August 2025, the ADB Office of the General Counsel’s Law and Policy Reform Program and the ADB Institute (ADBI) hosted a webinar entitled "Legal and Regulatory Frameworks for Carbon Markets," the final workshop in the three-part Carbon Markets Webinar Series. The webinar series dives into various key topics on carbon markets and intersecting legal and policy considerations. This third workshop, attended by 35 participants, was designed to provide policymakers and other public sector stakeholders with an understanding of the building blocks for legal and regulatory frameworks, the unique risks and opportunities in carbon markets, and recommended strategies for developing well-functioning domestic markets and for attracting financing.  ADB expert Ms. Belinda Ellington of Ellington Resolution Ltd. led the presentations, along with Ms. Ting Sim of GenZero and Dr. Sayuri Shirai of ADBI. The presentations recommended legal and regulatory mechanisms for facilitating financing, as well as private sector considerations for investments in projects, for instance, market feasibility and safeguards against greenwashing. Further, the presentations highlighted the importance of maintaining integrity in climate-related disclosures, particularly on those relating to the use of carbon credits to reduce emissions.
