Technical Education and Skills Development Act of 1994, Republic Act No. 7796 (Philippines)
The Act established the Technical Education and Skills Development Authority (TESDA) which shall be primarily responsible for the formulation and full integration of technical education and skills development policies, plans and programs. The Act further provides for TESDA's functions, duties, powers and composition.
TESDA is authorized to set aside a portion of its appropriation to hire qualified consultants and private organizations for research work on the field of technical education and skill development. Skills training centers are also established in vocational and technical schools, technical institutes, polytechnic colleges and all other duly accredited public and private dual system educational institutions.
TESDA shall also establish a national occupational skills standards and a comprehensive development plan for middle-level manpower based on a national employment plan or policies for the optimum allocation, development and utilization of skilled workers in the Philippines.
