Energy Market Authority of Singapore Act, 2001
The Act establishes a body called the Energy Market Authority (EMA) of Singapore. The functions and duties of the EMA include:
- Creating a market framework with respect to the supply of electricity or gas, other goods or services regulated by the EMA, which promotes and maintains fair and efficient market conduct and effective competition or which prevents the misuse of monopoly or market power.
- Securing that all reasonable demands for the supply of electricity are satisfied.
- Promoting the development of the electricity and gas industries.
- Protecting the interests of consumers with respect to the quality of electricity supply, gas supply and district cooling services provided.
- Protecting the interests of the public with respect to the supply and use of electricity and gas and the provision of district cooling services.
- Promoting the efficient use of energy utilities.
- Exercising licensing and regulatory functions with respect to the electricity, gas and district cooling systems and services, including the establishment of standards and codes relating to any connected matter.
- Advising the Government on national needs, policies and strategies relating to energy utilities, and on matters appertaining to the EMA generally.
- Exercising any other functions and duties conferred on the EMA by or under any other written law.
The Act also provides for the administrative structure of the EMA, as well as its powers of enforcement and obligation to preserve secrecy. It also provides for certain offenses and corresponding punishment.
